That the Crocus terrorists did not separate and were captured in the same vehicle that they arrived in — and captured in the same place at the same time! — points to cut-outs who were “properly” led with regard to the attack (that is, from the west’s point of view) but not with regard to their escape.
The Tajik terrorists should have been trained to split up via separate escape routes, using separate and different vehicles from the one they arrived in, and in separate directions. In other words, the escape should have been planned as meticulously as the initial attack itself was.
