I have no idea if this is true. During the fog of war, it is prudent to turn a skeptical eye toward all warring party claims, especially if sufficient corroboration and evidence are absent.
I searched the Russian Ministry of Defence website and did not find mention of a false flag. Additionally, there is no mention on the Interdepartmental Coordination Headquarters of the Russian Federation for Humanitarian Response in Ukraine website. There is no mention on Russia’s International Affairs Telegram channel. Nothing was posted on RT.

It would be helpful if a direct link was provided to the source material. Short of that, the claim, citing supposed Russian Federation information, appears to be at the time little more than BS.
It’s not an exaggeration to say war crimes are committed by all parties in the course of modern armed conflict. The stress and often psychosis produced by chaotic life-or-death combat experiences often result in sadistic behavior on the battlefield—the murder, rape, torture of noncombatant civilians, and the execution and mistreatment of POWs.
I have no doubt that Russian soldiers committed war crimes. However, I cannot accept, without proper corroboration and forensic evidence, the war crimes claims by the USG and its corporate media, nearly all of it reliant on what is related by Zelenskyy and his authoritarian government.
In March of last year, Biden’s Secretary of State, Antony Blinken, posted the following on the State Department website,
Since launching his unprovoked and unjust war of choice, Russian President Vladimir Putin has unleashed unrelenting violence that has caused death and destruction across Ukraine. We’ve seen numerous credible reports of indiscriminate attacks and attacks deliberately targeting civilians, as well as other atrocities.
Naturally, Blinken provides zero evidence of atrocities—and, quite frankly, none is required, as the corporate media is a stenographic device for the state.
For “credible reports” to be accepted as fact, evidence is not only required, it is mandatory. However, the state thinks we are so stupid and Pavlovian, we will believe whatever nonsense it puts out. It really is unfortunate so many of us believe whatever the state tells us without question or critical thought.
Russia’s forces have destroyed apartment buildings, schools, hospitals, critical infrastructure, civilian vehicles, shopping centers, and ambulances, leaving thousands of innocent civilians killed or wounded. Many of the sites Russia’s forces have hit have been clearly identifiable as in-use by civilians.
Is it possible Mr. Blinken is not aware of the war crimes the government he “serves” has committed, including the destruction of civilian infrastructure in Afghanistan, Iraq, Libya, and Syria, to name a few of the more recent humanitarian disasters devised by the USG, NATO, Britain, France, and now Germany?
