With the goal of reaching every corner of the earth to detect infectious diseases as they appear, the World Health Organisation (\u201cWHO\u201d) is partnering with key countries on all continents and private entities such as The Rockefeller Foundation to form a new global organisation to monitor, identify and track diseases.\u00a0<\/strong><\/p>\n

WHO is not transparent and doesn\u2019t indicate who its partners are on any project.\u00a0 They\u2019re not about to start now even on something that severely impacts the daily lives of the entire world\u2019s population, like who is really controlling the data that would be used to declare a global pandemic. So, it\u2019s unclear whether Wellcome Trust is a partner alongside The Rockefeller Foundation.<\/strong><\/p>\n

We\u00a0previously published an article<\/a>\u00a0about The Rockefeller Foundation announcing a partnership with WHO to detect pathogens.\u00a0 Although The Rockefeller Foundation didn\u2019t name it, this collaboration is called the International Pathogen Surveillance Network (\u201cIPSN\u201d).\u00a0 The Rockefeller Foundation\u2019s announcement left no doubt that its focus is on pandemics caused by climate change:<\/p>\n

WHO\u2019s announcement of the partnership, however, leaves climate pandemics out entirely.\u00a0 It also fails to mention who its partners are and we were unable to find mention of these partners anywhere on WHO\u2019s website.<\/p>\n

\u201cWHO and partners are launching a global network to help protect people from infectious disease threats through the power of pathogen genomics. The International Pathogen Surveillance Network (IPSN) will provide a platform to connect countries and regions, improving systems for collecting and analysing samples, using these data to drive public health decision-making, and sharing that information more broadly,\u201d the WHO said in a news release.<\/p>\n

\u201cThe IPSN, with a Secretariat hosted by the WHO Hub for Pandemic and Epidemic Intelligence, brings together experts worldwide at the cutting edge of genomics and data analytics, from governments, philanthropic foundations, multilateral organisations, civil society, academia, and the private sector. All share a common goal: to detect and respond to disease threats before they become epidemics and pandemics, and to optimise routine disease surveillance.\u201d<\/em><\/p>\n

The IPSN was\u00a0initiated under UK\u2019s 2021 G7 Presidency<\/a>. At that time Prime Minister Boris Johnson referred to it as a \u201cglobal pandemic radar\u201d which he first called for at a UN Security Council in September 2020 as part of a \u201c5 point plan.\u201d<\/p>\n

In May 2021, the\u00a0UK government announced it had commissioned a report<\/a>\u00a0from Sir Jeremy Farrar, Chair of the Wellcome Trust, which outlined the mechanisms for a global pathogen surveillance system that can identify new variants of covid and detect other diseases before they become pandemics.\u00a0 The Rockefeller Foundation were pleased with Johnson\u2019s announcement and stated:<\/p>\n

With the international collaboration of The Rockefeller Foundation, the Federal Republic of Germany\u2019s WHO Hub for Pandemic and Epidemic Intelligence, and now the UK\u2019s Global Pandemic Radar, with the support of the Wellcome Trust and World Health Organization, by the end of this year we will transform the global capacity for stopping disease outbreaks in the first 100 days before they can begin to spread.<\/p>\n

The G7 Summit in Carbis Bay determined to improve early warning systems for pandemics and, in this regard,\u00a0the communiqu\u00e9<\/a>\u00a0recognised Farrar for his work on pathogen surveillance over the previous year and a half.<\/p>\n

We will boost global surveillance and genomic sequencing and swift information sharing needed to enable the rapid detection to combat the virus and its emerging variants. [pg.5]<\/p>\n

We support the establishment of the international pathogen surveillance network \u2013 a global pandemic radar \u2026 We note the report to the Presidency on pathogen surveillance by Sir Jeremy Farrar. To this end we welcome the WHO\u2019s Global Hub for Pandemic and Epidemic Intelligence. [pg. 7]<\/p>\n

Carbis Bay G7 Summit Communiqu\u00e9, Our Shared Agenda for Global Action to Build Back Better<\/a>, G7, 12 July 2021<\/cite><\/p><\/blockquote>\n

The G7 Summit ended on 13 June 2021.\u00a0 The following day,\u00a0The Rockefeller Foundation issued a statement<\/a>\u00a0saying it \u201cwelcome[d] the G7\u2019s commitment to pandemic prevention and the Carbis Bay Health Declaration to stop the next pandemic in the first 100 days \u2026 The Rockefeller Foundation [was] currently developing a pandemic prevention institute to work closely with the G7 and the World Health Organisation.\u201d<\/p>\n

Farrar\u00a0left Wellcome Trust<\/a>\u00a0in February 2023.\u00a0 On 8 May 2023,\u00a0Farrar became WHO\u2019s Chief Scientist<\/a>.\u00a0 On 20 May 2023, the IPSN was launched on the sidelines of the World Health Assembly. \u00a0A partnership between WHO and The Rockefeller Foundation.\u00a0 The establishment of the IPSN has been supported by German government funding to the WHO Pandemic Hub.\u00a0 The Hub facilitates a global collaboration of unnamed partners from multiple sectors\u00a0working with almost 250 institutions<\/a>\u00a0around the world.<\/p>\n

At the World Health Assembly,\u00a0WHO also launched<\/a>\u00a0\u2013 together with Karl Lauterbach, Germany\u2019s Federal Minister of Health, and Chris Elias from the Gates Foundation \u2013 the \u201cGlobal Health Emergency Corps\u201d.\u00a0 The\u00a0Global Health Emergency Corps<\/a>\u00a0aims to bring together the networks listed below so they are \u201cconnected and interoperable\u201d:<\/p>\n
