{"id":350529,"date":"2023-04-20T11:20:02","date_gmt":"2023-04-20T15:20:02","guid":{"rendered":"https:\/\/www.sgtreport.com\/?p=350529"},"modified":"2023-04-20T02:43:10","modified_gmt":"2023-04-20T06:43:10","slug":"funding-the-control-grid-part-4-the-technology-framework","status":"publish","type":"post","link":"https:\/\/www.sgtreport.com\/2023\/04\/funding-the-control-grid-part-4-the-technology-framework\/","title":{"rendered":"Funding The Control Grid Part 4: The Technology Framework"},"content":{"rendered":"<p><em>by The Sharp Edge, <a href=\"https:\/\/www.coreysdigs.com\/technology\/funding-the-control-grid-part-4-the-technology-framework\/\" target=\"_blank\" rel=\"noopener\">Corey&#8217;s Digs<\/a>:<\/em><\/p>\n<p><img decoding=\"async\" class=\"alignleft\" style=\"width: 35%;\" src=\"https:\/\/www.coreysdigs.com\/wp-content\/uploads\/2023\/04\/Funding_the_Control_Grid_4-1536x1027.jpg\" alt=\"\" \/><\/p>\n<p>We are building our own digital prison.\u00a0 The technological panopticon developing all around us enables centralized power, control, and visibility over every aspect of our lives.\u00a0 With our hard-earned taxpayer dollars and mountains of debt, we are funding the construction of a digital control grid designed to enslave us.<\/p>\n<p>This technological control grid consists of advanced computing, artificial intelligence, biotechnology, nanotechnology, CBDCs, digital IDs, 5G and a host of other emerging technologies.\u00a0 The purpose of this report is to outline funding and legislation to build the technological control grid, condensed from 6,000 pages of legislation passed through the Omnibus and NDAA at the end of 2022.<\/p>\n<p><!--more Read More--> TRUTH LIVES on at\u00a0<a href=\"https:\/\/sgtreport.tv\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\">https:\/\/sgtreport.tv\/<\/a><\/p>\n<h3>Background &amp; Context<\/h3>\n<h4>Advanced Computing &amp; Artificial Intelligence<\/h4>\n<ul>\n<li>In November 2022, OpenAI launched ChatGPT, an artificial intelligence large language model.\u00a0 By January 2023, ChatGPT reached over\u00a0<a href=\"https:\/\/archive.is\/XRl0R\" target=\"_blank\" rel=\"noreferrer noopener\">100 million monthly active users<\/a>, making it \u201c<a href=\"https:\/\/www.zdnet.com\/article\/chatgpt-just-became-the-fastest-growing-app-of-all-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">the fastest-growing \u2018app\u2019 of all time<\/a>.\u201d\u00a0 The AI chatbot, which averages\u00a0<a href=\"https:\/\/openai.com\/blog\/gpt-3-apps#:~:text=We%20currently%20generate%20an%20average%20of%204.5%20billion%20words%20per%20day%2C%20and%20continue%20to%20scale%20production%C2%A0traffic.\" target=\"_blank\" rel=\"noreferrer noopener\">4.5 billion words per day<\/a>, has gained in popularity as updates by OpenAI have made the large language model more user-friendly and conversational.\u00a0 The latest version of ChatGPT, known as GPT-4, has\u00a0<a href=\"https:\/\/cointelegraph.com\/news\/chatgpt-v4-aces-the-bar-sats-and-can-identify-exploits-in-eth-contracts\" target=\"_blank\" rel=\"noreferrer noopener\">passed several exams<\/a>\u00a0with flying colors, finishing around the top 10% for the bar exam and LSAT exam.\u00a0 Criticisms of the chatbot have abounded since its rollout, including \u201cwoke\u201d\u00a0<a href=\"https:\/\/nypost.com\/2023\/01\/28\/inside-chatgpts-woke-ai-problem\/\" target=\"_blank\" rel=\"noreferrer noopener\">social engineering<\/a>,\u00a0<a href=\"https:\/\/www.businessinsider.com\/chatgpt-jobs-at-risk-replacement-artificial-intelligence-ai-labor-trends-2023-02#tech-jobs-coders-computer-programmers-software-engineers-data-analysts-1\" target=\"_blank\" rel=\"noreferrer noopener\">replacing jobs<\/a>\u00a0due to automation, and its weaponization for\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/science\/chatgpt-cybercriminals-warning-1.6710854\" target=\"_blank\" rel=\"noreferrer noopener\">hacking and phishing scams<\/a>.\u00a0 Microsoft invested $1 billion in OpenAI in 2019, and just as the company recently announced layoffs of 10,000 workers globally, it\u00a0<a href=\"https:\/\/techcrunch.com\/2023\/01\/23\/microsoft-invests-billions-more-dollars-in-openai-extends-partnership\/\" target=\"_blank\" rel=\"noreferrer noopener\">committed billions more<\/a>\u00a0to OpenAI\u2019s technology.\u00a0 Microsoft is incorporating GPT-4, a faster version of ChatGPT, into their\u00a0<a href=\"https:\/\/www.microsoft.com\/en-us\/bing?form=MA13FJ\" target=\"_blank\" rel=\"noreferrer noopener\">new version of the search engine, Bing<\/a>. Microsoft President, Brad Smith,\u00a0<a href=\"https:\/\/blogs.microsoft.com\/on-the-issues\/2023\/02\/02\/responsible-ai-chatgpt-artificial-intelligence\/#:~:text=It%E2%80%99s%20now%20likely%20that%202023%20will%20mark%20a%20critical%20inflection%20point%20for%20artificial%20intelligence.\" target=\"_blank\" rel=\"noreferrer noopener\">remarked<\/a>, \u201cIt\u2019s now likely that 2023 will mark a critical inflection point for artificial intelligence.\u201d\u00a0 Elon Musk, who co-founded OpenAI in 2015, has since\u00a0<a href=\"https:\/\/www.semafor.com\/article\/03\/24\/2023\/the-secret-history-of-elon-musk-sam-altman-and-openai\" target=\"_blank\" rel=\"noreferrer noopener\">cut ties with the project<\/a>\u00a0and has recently pursued efforts to produce an\u00a0<a href=\"https:\/\/www.usatoday.com\/story\/tech\/2023\/03\/01\/woke-chatgpt-ai-musk-chatbot\/11375469002\/\" target=\"_blank\" rel=\"noreferrer noopener\">alternative to ChatGPT<\/a>\u00a0in order to fight \u201cwoke\u201d AI, stating in a\u00a0<a href=\"https:\/\/twitter.com\/elonmusk\/status\/1603836383885332480\" target=\"_blank\" rel=\"noreferrer noopener\">tweet<\/a>, \u201cThe danger of training AI to be woke \u2013 in other words, lie \u2013 is deadly.\u201d\u00a0 In a\u00a0<a href=\"https:\/\/youtu.be\/a2ZBEC16yH4?t=327\">recent interview<\/a>, Musk explained his role in creating OpenAI as a response to conversations he had with Google co-founder, Larry Page, in which Musk felt Page was \u201cnot taking AI safety seriously enough,\u201d adding that Larry Page wanted a \u201cdigital super intelligence, basically a digital god\u2026 as soon as possible.\u201d\u00a0 Musk says he hoped to create an open source non-profit AI project through OpenAI to counter Google, but expressed disappointment that OpenAI became closed, for-profit, and closely aligned with Microsoft, stating \u201cIn effect, Microsoft has a very strong say, if not directly controls OpenAI at this point.\u201d\u00a0 The 2 heavyweights in the arena of AI, Musk explained, are OpenAI\/ Microsoft and Google\u2019s DeepMind, adding that he thinks he will \u201ccreate a third option.\u201d According to a\u00a0<a href=\"https:\/\/www.documentcloud.org\/documents\/23778277-nevada-incorporation-of-xai\" target=\"_blank\" rel=\"noreferrer noopener\">Nevada state filing<\/a>, Musk set up a new company named X.AI Corp in March 2023.<\/li>\n<li>Google\u2019s response to the success of ChatGPT and competition with Microsoft\u2019s Bing is a conversational AI model\u00a0<a href=\"https:\/\/blog.google\/technology\/ai\/bard-google-ai-search-updates\/\" target=\"_blank\" rel=\"noreferrer noopener\">known as Bard<\/a>.\u00a0 In March 2023, Google opened access to Bard by allowing users to\u00a0<a href=\"https:\/\/bard.google.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">join a waitlist<\/a>.\u00a0 Bard has been powered by LaMDA \u2013 a family of large language models created by Google, but the company is looking to transition Bard to a larger-scale model\u00a0<a href=\"https:\/\/www.engadget.com\/google-bard-is-switching-to-a-more-capable-language-model-ceo-confirms-133028933.html\" target=\"_blank\" rel=\"noreferrer noopener\">known as PaLM<\/a>.\u00a0 A former Google engineer, Blake LeMoine, who was tasked with testing LaMDA, made controversial headlines in 2022 with the\u00a0<a href=\"https:\/\/cajundiscordian.medium.com\/is-lamda-sentient-an-interview-ea64d916d917\" target=\"_blank\" rel=\"noreferrer noopener\">publication of conversations<\/a>\u00a0with LaMDA that led LeMoine to believe that it had become sentient.\u00a0 The engineer was subsequently fired from his position at Google.\u00a0 However, LeMoine has not backed off his claims of the dangers AI sentience,\u00a0<a href=\"https:\/\/www.newsweek.com\/google-ai-blake-lemoine-bing-chatbot-sentient-1783340\" target=\"_blank\" rel=\"noreferrer noopener\">stating<\/a>\u00a0\u201cI published these conversations because I felt that the public was not aware of just how advanced AI was getting.\u00a0 My opinion was that there was a need for public discourse about this now, and not public discourse controlled by a corporate PR department.\u201d LeMoine added, \u201cI believe the kinds of AI that are currently being developed are the most powerful technology that has been invented since the atomic bomb.\u00a0 In my view, this technology has the ability to reshape the world.\u201d\u00a0 LeMoine went on to explain several ways in which AI could be weaponized.\u00a0 Likening the rollout of AI to watching a trainwreck, LeMoine concluded, \u201cI feel this technology is incredibly experimental and releasing it right now is dangerous.\u201d\u00a0 Adding to this, a team of Google Deepmind researchers published a\u00a0<a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/10.1002\/aaai.12064\" target=\"_blank\" rel=\"noreferrer noopener\">paper<\/a>\u00a0in August 2022 concluding that an \u201c<a href=\"https:\/\/www.vice.com\/en\/article\/93aqep\/google-deepmind-researcher-co-authors-paper-saying-ai-will-eliminate-humanity#:~:text=%E2%80%9CUnder%20the%20conditions%20we%20have%20identified%2C%20our%20conclusion%20is%20much%20stronger%20than%20that%20of%20any%20previous%20publication%E2%80%94an%20existential%20catastrophe%20is%20not%20just%20possible%2C%20but%20likely%2C%E2%80%9D%20Cohen%20said%20on%20Twitter%20in%20a%20thread%20about%20the%20paper.%C2%A0\" target=\"_blank\" rel=\"noreferrer noopener\">existential catastrophe<\/a>\u201d resulting from AI was \u201cnot just possible, but likely.\u201d<\/li>\n<li>An\u00a0<a href=\"https:\/\/thehill.com\/policy\/technology\/3856207-the-ai-arms-race-is-on-are-regulators-ready\/\" target=\"_blank\" rel=\"noreferrer noopener\">AI arms race is unfolding<\/a>\u00a0as Big Tech companies, including Microsoft, Google, and Amazon vie for leading roles.\u00a0 Meanwhile, the risks of introducing experimental AI onto the public have been tossed aside, as lawmakers have so-far failed to pass meaningful regulations.\u00a0 An open letter, published by Future of Life Institute and signed by Elon Musk and other tech industry leaders, called for a\u00a0<a href=\"https:\/\/futureoflife.org\/open-letter\/pause-giant-ai-experiments\/\" target=\"_blank\" rel=\"noreferrer noopener\">six month moratorium<\/a>\u00a0on developing AI more powerful than GPT-4.\u00a0 MIT professor and head of Future of Life Institute, Max Tegmark,\u00a0<a href=\"https:\/\/www.zerohedge.com\/technology\/musk-wozniak-call-pause-developing-more-powerful-ai-gpt-4\" target=\"_blank\" rel=\"noreferrer noopener\">commented<\/a>, \u201cIt is unfortunate to frame this as an arms race.\u00a0 It is more of a suicide race.\u00a0 It doesn\u2019t matter who is going to get there first.\u00a0 It just means that humanity as a whole could lose control of its own destiny.\u201d\u00a0 AI expert at the Machine Intelligence Research Institute, \u00a0Eliezer Yudkowsky, calls for an \u201c<a href=\"https:\/\/www.zerohedge.com\/technology\/if-we-go-ahead-everyone-will-die-warns-ai-expert-calling-absolute-shutdown\" target=\"_blank\" rel=\"noreferrer noopener\">absolute shutdown<\/a>,\u201d warning of what may happen when AI becomes sentient and more intelligent than humans, stating, \u201cthe most likely result of building a superhumanly smart AI, under anything remotely like the current circumstances, is that literally everyone on Earth will die\u2026 Not as in \u2018maybe possibly some remote chance,\u2019 but as in \u2018that is the obvious thing that would happen.\u2019\u201d\u00a0 Yudowksy argues that a super-intelligent, self-aware AI \u201cwould not value us\u201d or any other life on Earth, and could opt for building \u201cartificial life forms.\u201d\u00a0 Meanwhile,\u00a0<a href=\"https:\/\/www.zerohedge.com\/technology\/bill-gates-dismisses-mounting-calls-pause-ai-chatbot-development\" target=\"_blank\" rel=\"noreferrer noopener\">Bill Gates dismissed<\/a>\u00a0calls for a moratorium on developing AI, stating that a pause would not \u201csolve the challenges\u201d that super AI poses.<\/li>\n<li>In January 2023, the National Institute of Standards and Technology (NIST) published an \u201c<a href=\"https:\/\/nvlpubs.nist.gov\/nistpubs\/ai\/NIST.AI.100-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Artificial Intelligence Risk Management Framework<\/a>,\u201d to give companies guidance on responsible AI development, but the implementation of these recommendations is voluntary.\u00a0 In March 2023, the House Committee on Oversight held a hearing entitled \u201c<a href=\"https:\/\/oversight.house.gov\/hearing\/advances-in-ai-are-we-ready-for-a-tech-revolution\/\" target=\"_blank\" rel=\"noreferrer noopener\">Advances in AI: Are We Ready for the Tech Revolution?<\/a>\u201d with expert testimonies from the likes of Eric Schmidt, former Google CEO and key liaison between the Pentagon and Big Tech, who is assisting the military in a shift towards AI-backed war-fighting capabilities to counter China.\u00a0 Schmidt believes that AI is a game-changer,\u00a0<a href=\"https:\/\/www.wired.com\/story\/eric-schmidt-is-building-the-perfect-ai-war-fighting-machine\/#:~:text=%E2%80%9CEvery%20once%20in%20a%20while%2C%20a%20new%20weapon%2C%20a%20new%20technology%20comes%20along%20that%20changes%20things%2C%E2%80%9D\" target=\"_blank\" rel=\"noreferrer noopener\">stating<\/a>, \u201cEvery once in a while, a new weapon, a new technology comes along that changes things\u2026 Einstein wrote a letter to Roosevelt in the 1930s saying that there is this new technology \u2013 nuclear weapons \u2013 that could change the war, which it clearly did.\u00a0 I would argue that [AI-powered] autonomy, and decentralized, distributed systems are that powerful.\u201d\u00a0 When asked in the committee hearing about the AI arms race between the U.S. and China, Schmidt replied, \u201cThe bad news is that these research ideas are in the public domain, and international.\u00a0 So, we can\u2019t prevent China from getting it,\u201d adding that the solution means more AI development in the west \u2013 \u201cunder our values,\u201d where lawmakers have the ability to regulate it as opposed to AI development in China.\u00a0 The National Security Commission on Artificial Intelligence, chaired by Eric Schmidt,\u00a0<a href=\"https:\/\/nscai.wpenginepowered.com\/wp-content\/uploads\/2021\/03\/Full-Report-Digital-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">issued a report<\/a>\u00a0in March 2021, stating, \u201cAmericans have not yet grappled with just how profoundly the Artificial Intelligence (AI) revolution will impact our economy, national security, and welfare\u2026 Nevertheless, big decisions need to be made now to accelerate AI innovation to benefit the United States and to defend against the malign uses of AI.\u201d\u00a0 The report called for \u201can integrated national strategy to reorganize the government, reorient the nation, and rally our closest allies and partners to defend and compete in the coming era of AI-accelerated competition and conflict.\u201d\u00a0 Several recommendations by the commission have been or are in the process of being implemented.<\/li>\n<li>In 2018, the DOD established the Joint Artificial Intelligence Center (JAIC) to accelerate AI capabilities across the Defense Department.\u00a0\u00a0<a href=\"https:\/\/www.gao.gov\/assets\/gao-22-105834.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">JAIC\u2019s budget grew<\/a>\u00a0from $89 million in 2019 to $278 million in 2021.\u00a0 During 2022, the DOD had over 600 AI projects underway and spent $14.7 billion on science and technology projects, $874 million of which went directly to AI development and adoption programs.\u00a0 In February 2022, the Defense Department launched a new\u00a0<a href=\"https:\/\/www.defense.gov\/News\/News-Stories\/Article\/Article\/2923986\/new-dod-chief-digital-artificial-intelligence-office-launches\/\" target=\"_blank\" rel=\"noreferrer noopener\">Chief Digital Artificial Intelligence Office<\/a>\u00a0designed to \u201cset up a strong foundation for data analytic and AI-enabled capabilities.\u201d The new office marks a heightened effort by the Pentagon to consolidate and advance AI operations to counter threats posed by China.\u00a0 The DOD appointed\u00a0<a href=\"https:\/\/www.defense.gov\/News\/Releases\/Release\/Article\/3009684\/dod-announces-dr-craig-martell-as-chief-digital-and-artificial-intelligence-off\/\" target=\"_blank\" rel=\"noreferrer noopener\">Craig Martell<\/a>, former head of machine learning at Lyft, to the new office in April 2022.\u00a0 Martell believes that AI-based war-fighting capabilities can only be as good as the data with which they rely on, and has made\u00a0<a href=\"https:\/\/www.cotsjournalonline.com\/index.php\/2023\/02\/22\/is-the-dod-ready-for-artificial-intelligence-ai\/#:~:text=The%20CDAO%2C%20or%20Chief%20Digital%20and%20artificial%20Intelligence%20office%2C%20has%20identified%20data%20fidelity%20as%20a%20top%20priority%20in%20implementing%20AI%2C%20believing%20in%20the%20adage%20of%20%E2%80%9Cgarbage%20in%2C%20garbage%20out.%E2%80%9D\" target=\"_blank\" rel=\"noreferrer noopener\">data fidelity<\/a>\u00a0\u2013 or the accuracy, granularity, speed and reliability of data \u2013 a\u00a0 top priority for implementing AI across the Defense Department.\u00a0 As Martell points out, big data and advanced computing \u2013 an umbrella term for quantum computing, cloud computing and edge computing \u2013 are the keys to moving
