Nina Jankowicz, who was supposed to be the Biden administration\u2019s \u201cdisinformation czar,\u201d\u00a0has officially registered as a foreign agent<\/a>\u00a0under the Foreign Agents Registration Act (FARA).<\/p>\n

The\u00a0Department of Justice<\/em>\u2018s FARA Unit\u00a0received Jankowicz\u2019s filing<\/a>\u00a0on Nov. 18. According to her filing, she registered as an agent of the London-based Center for Information Resilience (CIR), a group devoted to countering disinformation online. CIR, a relatively young group, was only incorporated in 2020.<\/p>\n

In her filing, Jankowicz described her group as \u201ca non-profit social enterprise\u00a0\u2026 financed in part by grants from the [British] government, including the [British]\u00a0Foreign, Commonwealth and Development Office\u00a0<\/em>(FCDO).\u201d Adam Rutland and Ross Burley both serve as the CIR\u2019s executive directors, according to Jankowicz\u2019s FARA documents.<\/p>\n

\u201cWe counter disinformation, expose human rights abuses through open source and combat online harms targeting women and minorities. We have established ourselves as a trusted, innovative NGO among U.K. media and policymakers. We work frequently with U.K. government colleagues to help in the areas above,\u201d Jankowicz stated in her filing.<\/p>\n

Jankowicz made waves in late April, when news of the Disinformation Governance Board (DGB) under the\u00a0Department of Homeland Security<\/em>\u00a0(DHS) broke out. The DGB,\u00a0which Jankowicz was supposed to lead,\u00a0was denounced as the Biden administration\u2019s so-called Ministry of Truth.<\/p>\n

The DHS decided to pause the DGB\u2019s work and subsequently dissolve it on May 16. The board never formally met in the period between its announcement and its dissolution.<\/p>\n

Jankowicz handed in her resignation the following day, May 17. DHS officials\u00a0gave her the choice to stay on board, but she declined.<\/p>\n

\u201cWith the [DGB\u2019s] work paused and its future uncertain, I have decided to leave DHS to return to my work in the public sphere. I maintain my commitment to building awareness of disinformation\u2019s threats and trust the [DHS] will do the same,\u201d she said in a statement. \u201cIt is deeply disappointing that mis-characterizations of the [DGB] became a distraction from\u00a0the department\u2019s\u00a0vital work. Recent events globally and nationally embody why it is necessary.\u201d<\/p>\n

Jankowicz\u00a0involved in undermining sovereignty of other countries<\/h2>\n

In spite of her work in \u201cfighting disinformation\u201d while at the DGB, and this time at the CIR, Jankowicz is actually involved in promoting the same disinformation she allegedly counters to subvert the sovereignty of other nations.<\/p>\n

A May 16 report by\u00a0Revolver News<\/em>, released on the same day as the DGB\u2019s dissolution, revealed that\u00a0Jankowicz was part of the Integrity Initiative<\/a>\u00a0(II) \u2013 an endeavor by the Scotland-based think tank Institute for Statecraft founded by\u00a0Chris Donnelly, a longtime \u201cspecial adviser\u201d to four secretaries-general of the North Atlantic Treaty Organization (NATO).<\/p>\n

The II \u201cdefended democracy against disinformation\u201d by engaging what it describes as \u201cRussian disinformation\u201d through secret clusters of operatives in multiple European countries. First set up in 2015, II operatives had their fingers in different\u00a0European nations, most notably in Spain. (Related:\u00a0Biden\u2019s discredited \u201cdisinformation\u201d czar actually took part in disinfo operations in Europe to subvert democratic governments.<\/a>)<\/p>\n

The\u00a0Revolver News<\/em>\u00a0report revealed that the II meddled in Madrid\u2019s sovereignty by mobilizing against the appointment of Col. Pedro Banos as the head of the Spanish\u00a0Department of National Security<\/em>\u00a0in 2018.\u00a0Jankowicz\u2019s colleagues moved to sabotage Banos, an allegedly \u201cpro-Kremlin\u201d official, a week before he was set to be appointed by Spanish Prime Minister Pedro Sanchez. The initiative\u2019s efforts prospered, and Brig. Gen. Miguel Angel Ballesteros was appointed to the position instead.<\/p>\n

Aside from derailing Banos\u2019 appointment, the II also interfered with the Catalan referendum.<\/p>\n

A progress report from the initiative stated that \u201cits main means of influence is through academic papers and especially through articles, written by independent journalists in newspapers like\u00a0El Pais<\/em>, based on material provided anonymously by the cluster.<\/p>\n

This cluster produced a major study on Russian influence in the Catalan referendum process which was circulated privately to key influencers in Spain, including the [prime minister\u2019s] office, and throughout Europe on the II network.\u201d<\/p>\n
