A California woman who admitted running a years-long election scheme targeting homeless people on Los Angeles’ Skid Row has escaped prison with little more than a slap on the wrist.
Brenda Lee Brown Armstrong, 64, also known as “Anika,” pleaded guilty to a federal felony after admitting she paid homeless people to register to vote as part of a petition-signature operation that prosecutors say stretched across roughly two decades.
Armstrong faced up to five years behind bars.
Instead, U.S. District Judge Mark C. Scarsi sentenced her Monday to just 18 months of probation and 120 hours of community service.

Armstrong even allowed homeless people to use her own Marina Del Rey address when registering to vote, according to her plea agreement.
That meant election mail connected to those registrations could be sent directly to her home.
The case has erupted as President Donald Trump’s administration launches a sweeping new crackdown on election fraud in California and other states.
Homeless People Paid Cash to Register
Prosecutors said Armstrong deliberately targeted Skid Row because its concentrated homeless population gave her access to vulnerable people who would accept tiny cash payments.
She allegedly offered homeless individuals just $2 or $3 to register to vote and sign petitions.
Armstrong worked as a petition circulator for vendors and unnamed individuals described as “coordinators.”
Those vendors would then pay Armstrong based on the number of registered voters whose signatures she collected.
