On 24 July 2026, the Assembly of States Parties of the International Criminal Court (ICC) voted to remove Khan as prosecutor, making him the first person ever removed from the post. Most coverage treated the decision as the conclusion of a disciplinary process; however, the chronology tells a completely different story.
The pressure campaign against Khan began in the spring of 2024, weeks before he filed applications for arrest warrants against Benjamin Netanyahu and Yoav Gallant, and before any allegation of misconduct had entered the Court’s internal system. British and American officials warned him against proceeding. Twelve Republican senators threatened him and his colleagues by name. Israel later used the unresolved disciplinary case as a formal basis for seeking his disqualification and the cancellation of the warrants. By the time the Assembly voted, the misconduct process had become the most effective instrument in a campaign that had already been running for more than two years.

Khan had inherited the Palestine investigation from his predecessor, Fatou Bensouda, who opened the Court’s investigation in March 2021. He took it further than the Court had ever gone. On 20 May 2024, his office applied for the warrants, and the judges issued them six months later. What followed was not simply a disciplinary case, but the continuation by other means of an effort to stop the investigation itself. Khan denies the allegations and says the process used against him was unlawful.
Records show that British and American officials threatened Khan over the warrants before he had been told of any misconduct allegation and before the Court’s oversight body had received one. Netanyahu sought help from political allies in London and coordinated directly with Lindsey Graham in Washington. Further reporting indicates that US senators threatened Khan, his colleagues and their families. Israel later used the misconduct case to challenge his place in the Palestine investigation, while its foreign minister reportedly directed a task force to lobby governments before the very vote that removed him.
Rather than creating the campaign against Khan, the misconduct case gave an existing campaign a weapon.

The call London concealed
In late March 2024, Khan asked to brief David Cameron, the former British prime minister then serving as foreign secretary, on the warrant applications he was preparing against Netanyahu and Gallant. Khan had already briefed the Biden administration, but according to Declassified UK, the meeting with Cameron never happened,
The refusal came as Cameron was overseeing Britain’s response to mounting legal concerns about arms exports to Israel. On 3 April, he recommended that sales continue. The business secretary confirmed the decision five days later, two days after three British aid workers employed by World Central Kitchen were killed in an Israeli strike in Gaza. The Guardian later reported that Cameron’s recommendation appeared to rely on an official compliance assessment that had not accounted for the strike.
On April 16, 2024, Cameron met Sir James Eadie KC, the government’s most senior courtroom barrister, who was representing the Department for Business and Trade in a High Court challenge over the same arms exports. Reportedly, Cameron flew to Israel the following day.
