The Norwegian government has begun notifying thousands of citizens that their homes, vehicles, boats, and machinery could be seized by the armed forces if a conflict breaks out with Russia, a move officials say is part of routine contingency planning but one that underscores rising tensions in the Arctic region.

According to reporting by The Telegraph, Norwegian military authorities issued approximately 13,500 “preparatory requisitions” on Monday. The notices, valid for one year, serve as advance warnings to citizens whose assets could be required for national defense in a wartime situation. The requisition framework covers private vehicles, boats, machinery, and property.
Norwegian military officials told the newspaper that the policy is intended to ensure the armed forces have access to critical civilian resources if the country faces a major security crisis. “The requisitions are intended to ensure that, in a wartime situation, the armed forces have access to the resources necessary for the defense of the country,” the military said.
Images of the letters and government notices circulated widely on social media, including in posts shared on X describing preparations for wartime requisitions and warning that homes and vehicles may be taken as part of a national defense effort. One widely shared post described the move as a sign Norway was actively preparing for conflict, while another post summarized the military’s notifications to citizens dated January 19, 2026.
The notifications come as Arctic security has taken on increased prominence across Northern Europe. Norwegian officials have pointed to sustained Russian military activity near their borders, particularly on the Kola Peninsula, as a central concern.
Norway’s Defense Minister Tore O. Sandvik told The Telegraph that Russia continues to build up its military infrastructure in the High North. “Russia is building up on the Kola peninsula … where one of the largest arsenals of nuclear warheads in the world is located,” Sandvik said. He added that the weapons are “not only pointed towards Norway, but towards the UK and over the pole towards Canada and the US.”
Norwegian authorities have stressed that the preparatory requisitions do not mean war is imminent, but rather reflect long-standing legal authorities designed to be activated only in extreme circumstances. The notices are issued under existing national defense laws that allow the government to mobilize civilian resources if ordinary military assets are insufficient.
