Senator demands release of communications showing virologists privately discussed a Wuhan lab leak while publicly promoting a natural-origin theory.

Sen. Rand Paul is demanding that U.S. Director of National Intelligence Tulsi Gabbard release intelligence records involving Dr. Anthony Fauci, virologist Ralph Baric, and other public health officials, saying the materials may reveal early coordination between federal agencies and researchers over the origins of COVID-19. According to The Defender, Paul believes the documents show scientists privately acknowledged the likelihood of a laboratory leak while publicly insisting the virus emerged naturally.

In his Oct. 30 letter to Gabbard, Paul asked for all communications dating back to 2012 between the U.S. Intelligence Community and researchers tied to coronavirus gain-of-function experiments. He said, “I have obtained information that leads me to believe the Intelligence Community is in possession of records critical to the Committee’s ongoing inquiry.” Gabbard has until Nov. 13 to comply.
Paul, chairman of the Senate Committee on Homeland Security and Government Affairs, also released documents on X showing that Baric, a University of North Carolina virologist, had corresponded with intelligence officials before the pandemic. The files reportedly indicate that Baric discussed coronavirus evolution and human adaptation with the Office of the Director of National Intelligence and the CIA in 2015 — just months before he and Wuhan researcher Zhengli Shi published their joint paper in Nature Medicine, later cited in debates over the virus’s origin.
Paul’s office said the work was funded by the USAID PREDICT program and NIH grants, and that many scientists consider the experiments to be gain-of-function research. The pair later submitted the controversial DEFUSE proposal to the Defense Advanced Research Projects Agency (DARPA), which sought to engineer viruses with a furin cleavage site — a feature that appears in SARS-CoV-2. Although DARPA rejected the plan, the pandemic began in Wuhan two years later.
In early 2020, Fauci, Baric, and several prominent scientists, including Peter Daszak of EcoHealth Alliance, Francis Collins, and Jeremy Farrar, co-authored “The proximal origin of SARS-CoV-2” in Nature Medicine. The paper dismissed the lab-leak hypothesis — a stance Fauci and others promoted publicly, even as private correspondence suggested they considered an accidental release plausible.
Paul’s letter also requests that the intelligence community release communications involving Fauci aide David Morens, who is under investigation for allegedly using private email accounts to avoid federal recordkeeping laws, and other virologists involved in the debate.
Nicholas Wade, former New York Times science editor, told The Defender that if Paul’s demand succeeds, it “could help assess the degree of U.S. government complicity in the COVID catastrophe.” Rutgers molecular biologist Richard Ebright said Fauci’s NIH division continued to approve funding for Wuhan research despite a federal moratorium on such work between 2014 and 2017.
Documents Paul released earlier this year suggest Fauci instructed colleagues to delete COVID-related emails, prompting the senator to call for Fauci’s testimony before Congress. The Trump administration has since launched a new official COVID-19 website asserting evidence of a Wuhan lab leak, backed by assessments from the CIA, FBI, U.S. Department of Energy, and U.S. Congress.
