The United States and Israel are considering a plan to divide Gaza into separate zones — one administered by Israel and another still controlled by Hamas — according to a report by the Wall Street Journal.

Under the proposal, Israel would oversee reconstruction in its secured zone until Hamas is fully disarmed and removed from power. The plan was discussed during meetings this week between Vice President JD VanceWhite House adviser Jared Kushner, and Israeli Prime Minister Benjamin Netanyahu in Jerusalem.

Vance explained that the arrangement divides Gaza into one area considered relatively safe and another still unstable. He said the objective is to gradually expand the secure zone. Kushner added that reconstruction funds would only be directed toward areas under Israeli control until the remainder of Gaza is stabilized.

“There are considerations happening now in the area that the IDF controls, as long as that can be secured, to start the construction as a new Gaza in order to give the Palestinians living in Gaza a place to go, a place to get jobs, a place to live,” Kushner said.

Arab mediators have voiced opposition to the U.S.-Israeli plan, warning that it could establish a permanent Israeli-controlled zone and have said they would refuse to deploy peacekeeping troops under such conditions.

The divided-zone framework is central to the Trump-backed ceasefire plan, which seeks to balance post-war reconstruction with the disarmament of Hamas. The truce remains fragile, with repeated skirmishes and unresolved disputes over the return of deceased hostages.

Ofer Guterman, a senior researcher at Israel’s Institute for National Security Studies, told the outlet the approach could weaken Hamas politically while preserving Israel’s ability to neutralize remaining militant threats.
