Russian leader’s proposal would see withdrawal of Ukrainian troops from Donetsk in return for a ceasefire.

Russian President Vladimir Putin has proposed halting the war in Ukraine if Kyiv agrees to cede full control of Eastern Ukraine’s Donbas region, according to a Wall Street Journal report published Friday.
The offer was delivered Wednesday in Moscow to U.S. special envoy Steve Witkoff and outlined a two-phase plan. In the first phase, Ukrainian forces would withdraw from the eastern Donetsk region and freeze the battle lines. In the second, Putin and President Donald Trump would negotiate a final peace settlement to be discussed later with Ukrainian President Volodymyr Zelenskyy.

Under the reported terms, Russia would retain control of Donetsk, Luhansk, and Crimea — the latter annexed in 2014. While Russia currently occupies most of Donetsk, Ukraine still controls significant territory in the region.
The Journal reported that a Ukrainian official present during Wednesday’s call — which Trump also joined — said Kyiv was not opposed to the proposal “in principle,” but insisted that a ceasefire would have to come first. Zelenskyy has previously maintained he would only discuss territorial concessions after Russia agreed to a full and unconditional ceasefire.
Some Ukrainian and European officials view the offer as a maneuver to avoid sanctions and tariffs President Trump vowed to impose on Russia if no ceasefire was reached by Friday. Trump confirmed he had agreed to meet with Putin at an unspecified time and location but did not reference the reported proposal in his announcement.
The president noted his earlier attempts to broker peace had been undermined by subsequent Russian military actions. “I talked to Putin a lot, and I think we had a great conversation. Then I go home and I see that a bomb was dropped in Kyiv and some of the various cities, killing people,” Trump said. “I thought we had it worked out three different times, and maybe he wants to try and take the whole thing.”
Trump had warned last week that he was prepared to sanction Russia if no agreement was reached by the deadline, adding that Putin is “pretty good with sanctions” and knows “how to avoid” them.
If accepted, the plan would mark the first time in the nearly decade-long conflict that Ukraine and Russia have moved toward a negotiated settlement involving U.S. mediation.
