Many stories have been written about how “they” (whomever “they” really are) manipulate the weather (and I have authored a few myself), but there exists a few ideas that should be presented to help those with still lingering doubts on all of it see things a bit different and with a modicum of reasoning to help them really appreciate how it can be done.
Yes, it can be done and yes, it has been done for well over a century now, and yes it is now being done to unprecedented levels.
Don’t worry, we will be coming back to the primary topic, but first a bit of background must be set in order to help this thought train make sense. In our previous column we covered a bit about the Schumann Resonance and how it is so closely tied to our Sun because of the electromagnetic energies involved and see how that relates to the topic at hand. Now let’s look briefly at how our Earth’s electric system operates.

The Global Electric Circuit basically describes the movement of electrical energies around our sphere and although it is a fairly new study with a lot still to be learned, we cannot neglect what we do know already.
Our ionosphere, the uppermost portion of our atmosphere, is up about 30 miles or 50 Km on the daytime side of our planet and about double that on the night time side and is about 1% plasma which is that state of matter where electrons are stripped from the atom. During a space weather event (which we are currently under) the ionosphere gets more highly charged from outer space (mostly from our Sun) which generates more plasma and a much stronger global electric current which affects the weather we see in our troposphere which is where we live. The coronal hole emissions we are having right now is a major cause of our current weather and electric circuit energies.
In a thunderstorm there is a charge differential from top (positive charge) to the bottom (negative charge) that causes precipitation and lighting discharges, point current discharges, cloud to cloud discharges, transient luminous events (TLE’s) that go up from the clouds to the ionosphere, gigantic Gents or Sprites and a number of other plasma phenomenon. Most of the resistance in between the ground surface and the ionosphere is in the boundary layer which is the top one and a half to two miles. Once you get above that the conductivity increase quite a bit, lets say about 3 to 6 or so miles up.
Our ground, the earths surface, is fairly conductive and the upper regions of our atmosphere are as well, with that resistive area in between something like seven orders of magnitude more resistive. Data from research indicates that the most important aspect of the global electric circuit is the conductivity of the atmosphere so when that conductivity changes the global electric circuit also changes. And just what is a circuit? As your high school classes should have taught you is that to have a circuit you need a flow of energy through all parts of that circuit. Think of turning off the light switch to disrupt the flow of electricity to your light bulb.
The flow of the electricity, lets call it the rate of the current flowing through the circuit, is determined by the most resistive part. So if the atmosphere becomes more conductive, there will be a lot more energy, more current flowing through that circuit. A normal thundercloud can have potential of say, fifty or a hundred or more mega-volts while the ionosphere can have a potential of 250,000 volts. The difference between 250Kv and 100Mv is massive, with the atmosphere and the ground surface basically neutral or slightly negative in its charge in comparison.
