The probe into Brennan began after a referral from current CIA Director John Ratcliffe, who declassified a “lessons learned” review of the 2017 Intelligence Community Assessment (ICA). This review criticized the process under Brennan and Comey as rushed and politically motivated, especially highlighting Brennan’s push to include the discredited Steele dossier in the ICA despite internal objections from CIA officials. The dossier, funded by Hillary Clinton’s campaign and the DNC, contained unverified claims about Trump’s ties to Russia. Brennan’s alleged insistence on its inclusion is a key issue, with his 2023 congressional testimony denying this stance now under scrutiny for possible perjury.
The investigations also examine what DOJ sources describe as a potential “conspiracy” between Comey and Brennan in their handling of the Trump-Russia probe, which looked into alleged coordination between Trump’s 2016 campaign and Russian interference in the election. Comey, who led the FBI at the start of the probe, was fired by Trump in 2017, a move Trump later connected to the Russia investigation.
While the exact nature of Comey’s investigation remains less clear, DOJ sources say it involves his actions during the probe, possibly including misleading Congress about the Steele dossier’s role and other procedural irregularities. Also, the former FBI head has long been accused of mishandling past investigations, like Hillary Clinton’s classified documents case, during her stint as Secretary of State under President Barack Obama. It has long been believed that his missteps with the investigation might have cost her the election against President Donald Trump.
The declassified CIA review suggests that Comey, along with Brennan, played a role in a process that strayed from standard intelligence protocols, possibly manipulating intelligence to target Trump.
