Louisiana Lawmakers Advance Bill to Ban Weather-Altering ‘Chemtrails’

A bill aimed at banning geoengineering practices often referred to as “chemtrails” has cleared a major hurdle in the Louisiana Legislature, as lawmakers in the state House voted 58-33 last week to send Senate Bill 46 to the state Senate for final approval.

Authored by Sen. Michael “Big Mike” Fesi (R-District 20), the measure explicitly seeks “to prohibit the intentional release, or dispersion of chemicals into the environment of this state with the express purpose of affecting temperature.” The legislation reflects growing concern among state legislators and constituents about aerial spraying believed by some to be used for climate modification.

“This bill is to prevent any chemicals above us in the air, specifically to modify the weather,” said State Rep. Kimberly Landry Coates (R-Ponchatoula) during debate on the House floor. When pressed on what substances are being dispersed, Coates responded that in addition to aluminum nanoparticles, scientists have also found “barium” and other compounds “with long words that I can’t pronounce.”

Coates said the evidence points to the involvement of “multiple people. Multiple groups, contractors,” and added, “I’ve seen the documents with at least nine federal agencies.”

Introduced in April, the bill includes exceptions for fire retardant or suppressant use and for agricultural purposes, such as aerial applications of seeds, fertilizers, or pesticides—provided those activities occur below 1,000 feet above ground level. Additionally, it authorizes the Louisiana Department of Environmental Quality to coordinate with the Louisiana Air National Guard for monitoring and enforcement.

If passed by the Senate and signed by the governor, the law would go into effect on August 1, 2025.

Support for the measure has grown amid heightened public awareness of weather manipulation concerns. In August 2024, Health and Human Services Secretary Robert F. Kennedy Jr. addressed the topic publicly, saying he is aware of airborne chemical spraying programs and intends to take action to stop them. His remarks were shared here.
