Lawsuit challenges new rules barring release of migrant children to illegal alien sponsors amid widespread abuse allegations.

Two left-wing non-governmental organizations with direct financial ties to George and Alex Soros’s network are suing to block President Donald Trump’s crackdown on the Unaccompanied Alien Children (UAC) program, a federal initiative long criticized for facilitating child trafficking under the guise of humanitarian resettlement.

The lawsuit, filed this week by the National Center for Youth Law and Democracy Forward, aims to halt new Department of Health and Human Services (HHS) rules that prevent UACs from being released into the custody of illegal aliens within the United States. These reforms, enacted by Trump’s HHS in February, are part of a broader push to close trafficking loopholes embedded in the UAC system.
Whistleblower Tara Lee Rodas, who previously worked under the Biden administration, has described the UAC program as a “white glove delivery service,” warning that children are routinely handed over to non-parental adults who often lack verified identities or lawful immigration status. “We have delivered these unaccompanied children to criminals, traffickers, and members of transnational criminal organizations,” Rodas said, blaming the prior administration for dismantling safeguards around the program.
Under the Trump administration’s reforms, adult sponsors now face mandatory legal status verification before they can assume custody of a migrant child. The plaintiffs argue these measures are unlawful and have requested that a federal judge in the U.S. District Court for the District of Columbia issue an immediate injunction to block their enforcement. The case is titled Immigrant Defenders Law Center v. HHS, No. 1:25-cv-01405.
Democracy Forward, one of the plaintiffs, is also pursuing litigation to stop Trump from deporting illegal alien gang members. The organization lists left-wing groups like the Center for American Progress, National Immigration Law Center, Color of Change, UnidosUS, Common Justice, and the Catholic Legal Immigration Network as clients and partners.
The Soros-chaired Open Society Foundations is a common financial link. In 2023 alone, it awarded $4 million to the Center for American Progress, often described as the Democratic Party’s policy engine. Open Society has also funneled millions into the National Immigration Law Center, over $3 million to Color of Change since 2018, and hundreds of thousands to UnidosUS, Common Justice, and the Catholic Legal Immigration Network.
The National Center for Youth Law, the second plaintiff in the case, received a $75,000 grant from Open Society Foundations in 2017.
