President Trump’s aggressive campaign against the USAID-CIA nexus cannot be regarded as innocuous, given that both entities have a long history of cultivating and placing journalists within prominent mainstream and independent media outlets to disseminate disinformation and shape self-serving narratives. These journalists are often labelled as “Presstitutes.” This piece focuses on one such individual in Germany who ultimately revealed the truth and exposed their operations.

In 2023, a USAID fact sheet (now inaccessible) reported that the agency trained 6,200 journalists, supported 707 non-state media outlets, and aided 279 civil society organizations to promote independent journalism. Reporters Without Borders (RSF) reported Congress proposed a $268,376,000 allocation in the 2025 foreign aid budget for “independent media” and the “free flow of information.”
In Ukraine, 90% of media outlets rely on subsidies, primarily from USAID. The agency has faced allegations of influencing foreign nations to spark colour revolutions against U.S. adversaries. The USAID ‘Disinformation Primer‘, a document which was presented as a guide to combat disinformation has been criticized as a means for the US aid agency, to manipulate the media and civil society, aiming for ‘regime change’ in host countries.
In its primer, USAID mentions The Atlantic Council31 times and presents the body as a “nonpartisan organization” working on the world stage alongside EUvsDisinfo, a flagship strategic communications project of the European External Action Services (EEAS), known as the East StratCom Taskforce (ESCTF). Since 2015, this Task Force has focused on controlling the “flow of information,” to promote the European Union agenda in Eastern Europe and the South Caucasus including Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. The Soros-funded DFR Lab, a self-proclaimed ‘fact-checking’ endeavour by the Atlantic Council, is also used to support USAID Policy of “strategic silence.” implemented by “paid-for” journalists and ‘fact-checkers,’ and their handlers.

It is well documented that the CIA uses the media to spread disinformation. After 1945, the agency, in what is known as “Operation Mockingbird,” recruited journalists in major U.S. media to promote its Cold War anti-Communist perspective. According to former CIA agent turned whistleblower Philip Agee, the agency had journalists on its payroll across Latin America.
In Presstitutes: Embedded in the Pay of the CIA, Udo Ulfkotte, a former editor for the mass daily newspaper Frankfurter Allgemeine Zeitung (FAZ), reveals how the CIA and the German Federal Intelligence Agency (BND) use the German media to spread propaganda to shape public opinion.
The BND recruited Ulfkotte while he was in University and then placed him at the German outlet [sic] Frankfurter Allgemeine Zeitung (FAZ). As a naïve young man, he was thrilled to work for his country’s intelligence agency. “However, looking back, I was corrupt, I was manipulative and dealt in disinformation.”
